What it is
The claim owner is the named person accountable for whether a specific claim is still true — which is not the same as the person who wrote it. Ownership is assigned per claim rather than per page, because a single page routinely carries statements owned by marketing, finance, security and engineering. The owner is not required to write the correction, only to answer whether one is needed.
Why it matters
Authorship and accountability drift apart quickly. A pricing claim is written by marketing, becomes untrue because finance changed a plan, and is noticed by nobody because ownership was never assigned. Naming an owner is what makes a review cycle actionable: instead of circulating a document and hoping someone objects, there is a specific person to ask a specific question.
